A national school plan for gifted STEM learners aged 15 to 21, commissioned by a national Ministry of Innovation and Technology. Selective admission, subject depth, applied research, and national identity, held together as a single academic architecture.

The problem.

The country's gifted STEM provision was concentrated in university-hosted centres and short-course programmes. There was no integrated school model combining selective admission, subject depth, applied research, and national identity across secondary education. The Ministry asked Verdant to design one in a form that could be used to open a founding cohort and scale as teacher capacity and facilities matured.

What Verdant did.

Verdant produced a full academic plan covering identification, curriculum, staffing, facilities, and articulation into national universities and industry.

  • Multi-stage identification. Gifted STEM learners aged 15 to 21 identified through cognitive measures, performance tasks, and portfolio review rather than a single admission test, so the pipeline could surface talent the standard system typically misses.
  • Subject-deep tracks. Mathematics, physics, chemistry, biology, computer science, and applied engineering, with annual capstone projects designed to hold the subjects together rather than let them fragment across timetables.
  • Applied strands. Robotics, biotechnology, space science, and AI, benchmarked against comparator gifted STEM schools internationally and sized to the country's own research and industry priorities.
  • Subject specialist recruitment. A multi-year professional learning cycle with partnerships across national universities, so the teaching workforce could grow alongside the school rather than being imported wholesale.
  • Articulation into universities and national programmes. Graduate pathways into research and industry designed in from the start, so graduates would flow directly into the country's research and industry programmes.
  • Facilities specification. Laboratories, maker spaces, and computing infrastructure specified to national delivery constraints, with clear phasing between what was needed at opening and what could follow.

What changed.

The Ministry moved from scattered centre-based programmes to a single national school architecture. The plan supports phased implementation, so the Ministry can open with a founding cohort and grow enrolment as teacher capacity and facilities mature. The academic plan is the reference document for facility procurement, teacher hiring, and curriculum approval, and it holds up across all three.

Why the plan was written as one document.

National gifted programmes tend to stall when identification, curriculum, staffing, and facilities are procured on separate timelines by separate teams. Writing the four workstreams against the same graduate profile, in a single document, meant the Ministry could act on it as a single procurement and staffing decision.
